Lion is pretty decent, he is probably better in lane if u don't need as much zoning and just need more dmg in kill attempts then more disable (since lion can hit during his disable and earthspike deals more dmg than shackles) that's what I think for lvl 1 at least
Lion offers burst and is better at clearing illusions
Shaman has better tower push and laning
Shaman can push waves, and even chip away at towers alone if he knows the enemy team doesn't have tps ready. Lion is pretty much useless if he's alone.
I would take a shaman who can work with the spirits over an oversized cat any day

shaman is the highest winrate support in divine bracket, why do you ask this question. lion just is aesthetically better and has better disables.
lion is stronger for boosting in low ranks, because you buy dagon and shadowblade, snowball to beyond godlike and solo carry the game (up to like 4k or some shit coz its no longer worth going for dagon instead of blink or aether lens at that point).
also lion is, like, way more skill based than shaman, because you cant make solo plays and you farm slow and die rly fast if caught out.
U can make solo plays, in fact I'd say lion is better at making solo plays since he has the burst to kill people by himself and he has better sustain
Mana drain is much better now that it slows, and it deals with some illusions, especially tb since he has started building much more sny and u can remove 1 of his illusions pretty easy
U can rush tranq on lion and literally never go back to base
Shaman is much more ulti oriented and relies on using snakes to take objectives or Roshan whenever he can
Without that he is far worse
Where shaman excels is towers and lane
Shaman is way better at laning, but in ganking he is susceptible to being counter initiated because shackles is a channel
Shaman in lane tho is usually able to get off shackles much easier, and his huge base dmg advantage

Shaman is best in lane dominance and for towers
Lion is better in ganking continuously and at dealing with illusions
excuse me but lion does NOT actually have burst to solo kill anyone. not if you dont go for a dagon or dont build rightclick, which is the optimal build.

And it is certainly better than shaman, because even if u were to do it as shaman, u wudve just wasted snakes on something that wasn't a building so it usually isn't even worth it for u
shaman is better pusher then lion off course, but lion can give a good impact for teamfight with his disabler skills and ss damage... and not to forget his talent frogy frogy - AoE...
