Because a lot of them are using it to regain a slight edge again to set up for a kill. It makes the enemies cocky. If they get the kill its worth it. If it was stupid they wouldn't be doing it.
idk what those good players are thinking,
but in my bracket, its mostly because waiting for the salve to be fully used is too long, its not worth losing 1 or 2 cs for staying far back.
Also if u need to use salve ur probably very low on hp and afraid of getting burst down, so u just need enough heal from salve to be safe and not get insta killed by a single nuke

We do that because we just want to increase our health a little bit and make the enemy trying to hit us so they miss the creep stabilization and while he clicking on us he lose 2 things: 1. He aggro my creep so their creep getting near my tower and 2. While he trying to hit us he lose a few sec chances to get more last hit/ deny or as known as Creep equilibrium.

Why do actually good player trade their healing salve so fkn stupid ?
I see that so often, they pop salve and go stright to the enemy and get hit.
