titan sliver is not the strongest neutral item weirdchamp.
uh so some neutral items are very situationally powerful, like paladins sword on a carry with lifesteal for example. but i think you cant really say which item is the strongest without dividing it by tiers, and even then most items are pretty damn good, bad items are more the exception than the rule. i guess if i had to say the most consistently broken neutral item is illusionists cape, because the amount of things you can do with that illusion, like baiting spells and scouting is pretty versatile, and if you're an illusion hero or a carry or a radiance buyer you are even happier. but its very hard to decide because so many other neutral items are very good.
Faded broach. 200 mana is very underestimated on alot of heroes. It come at a time where they hit 6 and just barely have enough max mana to use every spell combo. Gives a lot of room if you have it. The movement speed no joke either. From my experience when i played jug or clinkz or ember this item i kept all the way to 25 mins before swapping
I second that opinion about illusionist's cape. best item of its tier. I've baited out a lot of big shit with it, and the enemy has baited out shit on my team as well. Great stats, and on heroes like PL, AM, CK, Spec, etc. it's just a fantastic item.
-pretty helpful having broach on lone druid + wind lace adn tranquils u can chase people with haste easily
-clumsy net on ld also very good u can just throw clumsy go hit few times with bear if they stun ... bblabla makes kill safe
-sliver very good for heroes who buy stat resist
-craggy coat very good on lone druid
-vambrace top on riki
-nether shawl sucks but is good on pudge

so i agree certain heroes need certain stuff
Repair Kit is the most broken item.
I play pos 1 mostly so I find Pala Sword the most valuable item, even more than 37 min items.
The most underrated is Nether Shawl. Pros usually use this item on core roles because they probably value survivability more than anything else. Its like a poor hood and Kaya in 1 item.
1) Titan sliver if you building titan + sange & yasha + satanic
2) Nether shawl because it's free +25% magic resist (like hood) and +8% spell dmg (like kaya), so if you combine heroes like morph, zeus, venomancer or any illusion hero in gives too much (-3 armor is no matter, especially for agility heroes or position heroes)
3) In theory: trusty shovel? xd if you are dazzle you can dig 40 mins of game and get bounty's for your alchemist xd
When I play spell casters and a wild spell prism drops I bless Gaben.
As carries I care much less for the drops. getting Deso 2 as physical carry is nice though. Or trinaty/apax for illusion carries.
I think it depends on hero lineups as well. Like having Enigma get the Quickening charm helps with your ultimate, and then having the 12% cooldown talent makes it better.
I think Repair kit is a good universal one. I also enjoy the Telescope, Princes Knife, and Ninja Gear.
In tier 2 ->Well essence ring is 425 health heal spam every 10 seconds. Imp claw is 24 raw dmg and crit every 8 seconds.
In tier 3-> Ord of dest and mind breaker for sure most OP. Paladin sword on heroes like Io, Jugg is broken.
In tier 4 -> Illu cape , prince's knife, leveller , spell prism , timeless relic are great.
@OP your question is too vague though.
You guys are all mistaken. The question was "strongest neutral item" not "situationally strongest" or "strongest with respect to the other items at a specific time in the game." The strongest neutral item is Trident, if that counts as a neutral item. Now of course that is a less interesting question than the questions you all have been answering, so please continue.

@Ayaneru. Thats when you pick and choose bad talents to compare with neutral items. Faded broach is actually one of the worst item, an arcane ring easily gives you a lot more mana for you and your team. I think royal jelly is the best tier 1, since it gives mana and health regen to 2 heroes without taking any neutral item slot. The most unfair neutral items are those that do not occupy so much of your neutral item slot.
I am actually hoping they would either remove all neutral item consumables or make them able to equip in the 6 slotted inventory.
I currently have a question, which got me thinking. The 4 neutral item limit, when does it kick in? When you have equipped the neutral item, or as soon as you have killed the jungle creep which spawns the neutral item? I am not sure if it is possible to not pick up the neutral item and try to farm for better neutral item?

You can carry that Shit in Backpack all Game and dig Up Like 5-7 Bounty runes If youre lucky.
Also the tps save you some Money.
And yeah the repairkit is pretty fucked Up too
As far as archon tier pos 4-5 games go (best to worst) :
Tier 1: faded broach, arcane ring/shovel, royal jelly, keen optic (slightly better on heroes like Nyx or Ogre)
Tier 2: Net and Goldstone.
Tier 3: Telescope (arguably the best item there is. Royal Jelly sort of gives 2 neutral items for the cost of 0 inventory space. Telescope gives 5 neutral items for the cost of 1 inventory space), Craggy Coat, then Quickening Charm
Tier 4: Magic Lamp (almost a free aeon disk), Spell Prism, Prince's Knife
Tier 5: I almost never get there, and at that point I usually get the role of carrying around the Telescope. When I don't - Seer Stone is great, but it's not impressive.
