Because he's not an alpha carry. He doesn't focus on farm. He's always thinking about his team. I rarely see notail carry a team on his own. I see OG as a team who always picks drafts based on 5-man strats. But there are those rare moments when he's given farm heavy cores. He is really subpar at being pos1/2. I'm not saying he's a bad player but his playstyle is outdated and bad atm.
He used to be good at playing core during his days in fnatic. His meepo was a 1st priority ban. Invoker, Storm and Tinker were his go to heroes in pubs. His alchemist deserves a mention too.
He's not bad, the bans sucked. You just can't give them abaddon and play with that lineup, you're not out-tanking or out nuking anyone. Doesn't matter how much you fght, only way to win that game is to heavily focus on farm for Notail but he's not that type of player and OG isn't that type of team.
When they start picking smarter tthey will start winning again.
