Well, theoretically you can load Dota 2, disconnect from Internet and play vs bots (training with bots) since that type of bot games now run locally.

Yes, it's possible. Steam needs to be running in offline mode and console must be enabled.
To enable the console, right click on Dota 2 in the games library and go to "set launch options".
In the text field, type "-console" without quotes and click Ok and close the properties window. Run Dota.

You will see a black background and the console. Type "sv_cheats 1" and after that type "map dota". It will start loading the game. When it loads, you will see the map but some hud elements will be missing and you wont be able to do anything.
The console will close automatically. Open it again with the tilde key (~) and type one of the following commands:
"jointeam good" - To join Radiant.
"jointeam bad" - To join Dire.
The pick screen will show up in the background (you will not see it until you close the console).

To add bots, type "dota_bot_populate" and they will fill both teams.
And there you have it. Pick a hero and play.

The main menu screen will not be present (you will only see Connecting to Dota 2 network message).
Type "exit" in console to close dota.

yes i had no interwebs for 2 days so i was just playing vs bots

Dota2 now has an offline mode which will enable you to bot play if the internet is down.

please what will happen if i dont have a beta key for dota2 and i installed it?

must i download Dota 2 for playing offline? i already download steam, and go to download Dota 2 but it can't work.

To play the game yes...the game must be installed on your machine. Is this a troll? Please let this be a troll. Once installed via the magic of the internetz, you can play offline against bots.
