There is no such thing as English server. Only US East /US West server or SEA server or Euro Server, etc
English is only an option that you can choose. Its only a mm PREFERENCE. you still can mm with non-English speakers when you only choose English.
US is a country with diversity. lots of people here in US do not speak good English.
When they are physically in US. Naturally they choose US servers.
Some English-speaking players also choose to remain silent (maybe they are 10yo, female, idk.).
I can feel your frustration, try communicate with them using the in-game ping and cross.

I had a friend which I play alot with and he and me only play us east servers and once we got 3 other team mates who only speak russian and they suck like hell, luckily we managed to win.
but srsly y the hell do they still play english servers when they dont know it.
how i can tell?none of them typed any english words and they never use the mic to speak english and one of the players didnt even say a single thing or type anything.
