Might have something to do with the skill level of your opponents due to a combination of stacking, smurfing and occasionally weird game modes.
I think its more you're just better than them instead of the hero being OP.
Timbersaw has always been a strong pick but he lacks scaling if he fails to do well and Slark got NERFED. I will not elaborate why but most competent Slark users see it that way as well.
To avoid smurfing I constantly play with friends who are well above my account level and win count,and we get matched with similar such opponents,to no avail.
Most of the time I play these heroes in a solo situation (solo mid,solo off) thus stacking eliminates the issue as I don't have a good,known lane partner.

in my opinion slark never was a good hero and now he became even worse i mean 4 sec invis with such a cd its not rly that good
