Yes they see it translated. Also most useful ones are "get back" , "all enemy heroes missing" and "we need wards". "Building Mek/Pipe" and "out of mana" were useful but since they added that alt click spells/items they aren't needed at all.
Split up and farm is one of mine. Stops people having a 5 man beach party at mid waiting for something to happen.
Also, not really from chat wheel, but the alt + click to show the cd is really useful
Playing as NP, nobody can blame you cuz: "Teleportation is on cooldown, 20 seconds"

Hitting the ALT+left clicking item shows what items you are going to build is helpful.
Current time is good so you can clock your rosh kill or when the enemy kills rosh so appx 8~9 min from timestamp after kill is when you go there and check the pit.
Alt+left clicking on spells like "Shallow grave on cooldown for 39 seconds" or "healing wave not enough mana" is helpful for people to know "hey I might die if I push past their tier 1 and 2 with a dazzle with no mana right now. Sometimes.....
All heros missing!
Alt+left clicking enemy hero portrait in the top shows what hero is missing (but not lane)
CTRL+ALT+ Left clicking enemy hero portrait says "hero has returned" since "RE" doesn't translate. Seems to be helping after this implementation.
The very, very convincing ">Well Played" is always handy in awkward situations. "Nice" can be very practical too.

I use well played from keybind though.
I also have re-use courier, that just happened, game is hard, and I immediatly regret my decision, but not using them too often.. :D

What do you lot find to be the most useful aside from missing of course and which ones do you use the most?
And I'm talking about solo queue pubs with silent teammates.
Calling 'Requesting a gank' right after pulling the creeps usually can make an impact as the mid player will come down half the time.
'Get Back' is another one I can't live without along with 'Out of mana' to stop rambo teammates from diving while there are 4 ss enemies.
Also: does the chat commands translate to the language of the users game client.. So the Russians see the message translated to Russian?
