No visible change for me. I don't build aghanim and use his first spell only after lvl 10 unless I play against a rubick.
Ah, I started to use auto-cast on liquid fire after lvl 7. That's the only change, but it's not that much.

last game we had clock, lion, wd, decent lockup, so I decided to try Agha.. but it was just meh.. some dmg was there mby but not worth it, better save a little gold more for shiva / hex

I've been opting to max liquid fire then level dual breath then Ice path and that's been working out. Liquid fire is really good to max early against most lineups now. It's funny how big of a difference 1 second makes with the cooldown change.
Was a solid hero before, is even a bit more solid now and one of my favorite supports. I can't put into words how amazing level 4 Liquid Fire is at both harassing foes and melting enemy towers. If one were to play Jakiro I would highly recommend maxing Liquid Fire ASAP. It's too good (annoying) not to.
EDIT: The Agh's upgrade is decent, especially if you're on the defense and just happen to have it as it lasts for 14 seconds(!) and covers a huge area. Otherwise I would still say going with standard support items (Mek, Scythe, Pipe, etc) are often the better choice.
The main advantages of liquid fire is that it does not cost mana and you can orb walk with it.
For me the cd reduction did not have any visible effect. Like dealing 20 extra-damage when auto-attacking tower? At lvl 7 I'm no longer on lane anyway.
^Yeah the orb walk is very useful. And huh, I'm usually in-lane until the tower goes down or we group up. Usually doesn't happen that quickly.
