As far as I know, it's about MMR in first place rather than win rate, KDA and matches played(30 games in last month needed though). You probably didn't make it to top 50 because of higher MMR pudge players.
that top 50 are old as fuck
no updates at all, most of players got 30 %heroname% games, and played no more after that
Sorry for the frustration with the rankings. I do have some good news: We're currently beta testing new hero rankings and hope to release them soon. For what it's worth, they have you ranked #3 (and very close to #2).

I have 63.51% "sucess" on Ursa but Top-Rankings are in Points like the threadopener mentioned.
I played 114 games and got above 70% winrate.
