Anything beyond 5.5k is basically MMR farming. This is an outlier region - the system completely breaks down at that point. There are not enough players queuing at the same time at this rating (there may be about 1000 players above 5.5k in Europe) - the system has to match such players with lower rated players to compensate - EVEN during prime time for given region.

This is evident, if you look at the top MMRs when the ratings first appeared and now. There has been a 2000 point inflation (from ~5.5k to ~7.5k when it comes to the highest rated player). Why? Because these people are above the rest when it comes to skill, they are the highest rated players and yet they still hold 55-80% win-rates. A win-rate significantly above/below 50% means that you're either under-/overrated or you're an outlier.
