Refresher is harder to build, you need to have insane mana to actually use it and doesn't give you any survivability (you will get bursted down). Overall Aghs is way better but maybe in rare ocasions (like Naga sleep) refresher could be better.
refresher is more expensive and you may not have the mana pool to use any other spells. i've not played warlock in forever but i've seen the max upheaval build do serious work, all you need is 1 chaotic offering to set it up, and you have refresher so that the enemy can't take advantage of the timing window where your ultimate is down.
imo the benefit of the aghs is that you have double golems sooner. they don't hit as hard and they have less HP compared refreshing your ultimate, but that's the price you pay for them being cheaper. anyways their main damage comes from their immolation aura and flaming fists, neither of which are reduced I believe.
plus the extra stats of aghs help you with survivability. imo refresher is better if you also have other items to refresh such as shivas or sheep.

So I have been pondering for about some time now and I wonder which is more worth it to rush first - scepter or refresher on warlock
Ideally all builds say you should get aghs then refresher, but I think it would be better the other way around.
Pros:
-If you get refresher first, you can have 1 stun, refresh, another stun
-The golems will not have reduced stats
-You will have 2 golems like aghs does
Cons:
-They won't grant reduced bounty
They extra stun and bonus stats on the golems seem worth it to rush refresher over scepter first. So I wonder if the community prefers stun+stats over reduced bounty...
