Don't have AT&T, I was with Virgin Media who I was getting 150+ with but moved house and now am stuck with these assholes. Have you tried time warner, my friends in the US say good things about them.

^ lel, also my parents in Bermagui have a cut off time for their internet so their ISP shuts down the internet after 12 and turns it back on at 9am :P stupid people.
I had uverse for a while and the tv is awesome but their internet sucks speed wise and costs a lot for what you get. For example, I have bright house now. It's cable and basically the same as time warner or comcast. In the us there is usually only one cable provider that services your area cus they all have monopolies on the cable lines. So you get a choice of cable, u-verse which has it's own fiber optic lines or satellite vendors. For about the same price I get similar tv and 20 mbps with cable. With u-verse I would get like 10 and I think their max speed is 30 wheras cable now offers up to 90 in my area.
So if you only care about ping I found that to be fine but their overall speeds are less and you pay more for them, though check the specific pricing in your area to see. They offer different deals all the time. Also att locks you into a contract I believe while my cable does not. Which is fine I guess just beware of any promo prices, it might be like $20 for a year but then you have to pay $50 for the second year and have a contract.
Never touch time warner cable. Over the past 6 months I've had inconsistent connection and spikes everyday. They swapped my router FOUR times and still the same issue. I just got fed up and switched to u-verse and its a million times better.
TWC: USE ping 80-90 + spikes every hour up to 300-500
U-verse: USE ping 30-60 + zero spikes and consistent
U-verse also brings the fiber optics to the house, so I guess that is why pings might be better.

yeah... here in greece max available adsl was 24mbps ( i have that one) and now increased to 50mbps with fiber optic
i used to get 22/24mbps but 5 pc's are connected to my router atm xD
