I had the some problem when I wanted to pick him yesterday morning. I thought it was a sign from God and have yet to pick him.
check your settings on pick screen at the bottom right where you toggle between card and browse mode
there you can arrange your heroes
mb u removed the oracle card
remove -override_vpk and verify integrity of game cache.
