I know you Americans love your tinfoil hat about big greedy corporations, but honesty is one of the most important aspects of running a service. There's no faster way to lose customers that flan out lying about things. If valve really did want to give out more treasures for unhappy customers, they would have just made a blog post saying they're giving out more treasures and also not paint themselves in a bad light by having 'made mistakes in their coding'.
If anything Valve is one of the most honest companies I've ever seen. And they would rather stay silent about issues than flat out lie to please customers.
