just spam it, i had this issue myself. At some point it will finally work.

too much money from last TI

had a similar issue once, i literally tried to buy compendium for 2 days straight and i would keep getting some sort of error.. i ended up buying it from the market cause it was impossible (i already had money in my steam wallet, just wouldnt let me spend it)
