Unless the recipe is at least 100% ~ 200% of the Rapier's price, I don't see balance in this as the Rapier is best known for its highest cost-efficiency in terms of its damage increment. If you can't drop it, then the next patch you will see Medusa going Rapier as early as its 3rd item after some survival items, since it can't be dropped.
Of course argument would be there are trade offs for going fast Rapiers like low survivability and ignorance to other attack modifiers like bash, true strike and etc, but killing people in 2-3 blows isn't anything fun for both parties.

Rapier is meant to be a gamble item, making it safe its just not the right way, neither talking from balance purposes or idea of the item

The main selling point for rapier is high damage/gold ratio. What if you could buy a recipe that binds rapier to you so that it does not drop on death? And how much would that recipe cost? Also, this would work only before the rapier becomes a free rapier.
Rapier's also about slot efficiency, so it's something to keep in mind as well.
