because either your skill level is in between the upper bounds of normal skill and the lower bounds of high skill, or your party mmr is high/normal while your solo mmr is in the opposite skill group.
either way high skill is shit for a smurf, just focus on getting better instead of thinking that making a new account makes you a better player

Why is my skill bracket changing to Normal then High skill frequently? Btw, I've partied with some guys with normal skill bracket, would this be a reason to my problem?
