you definitely don't need 20 mbps, you can probably play over dsl which is like 1.5 mpbs, but I'd say 3 mbps should be your minimum. It doesn't actually use that much bandwidth, you need good ping. But if you are on a tiny bandwidth connection like 3 mbps keep in mind that anyone doing anything else on it may cause lag.

@OP: I used to play with 1mbps, and as long as the internet was not being used by other people, it was fine. You should consider upgrading your internet connection if you want to play decently. (It's definitely cheaper than always going to the computer shop if you play more than 1 game a day)
I play with 0,7 mbps but in the early month my internet speed is 10 mbps. Does Dota 2 need so much bandwith?
250Kbps holy... That is terrible. I can't imagine how long you have to wait for Dota 2 to finish downloading.
DotA 2 can be played at 384kbits smoothly with minimal ping (20-30ms) and zero packet loss.
Only downloading patches is a pain
