The same reason that Eul's gave bonus movement speed without having to buy boots, but no one complained about that.

who gives a shit items don't always add up to their components and it was becoming ubiquitous among all carries, regardless of class, and kind of op on agility ones so it got nerfed in that way

Drums of Endurance components do not have an excuse to give 9 intelligence.
His stats component is bracer which gives 6 str,3+3 agility+intelligence furthermore how is it possible that drums give that lot of intelligence.
