@Is the chat room in-game not viable now? No, cuz I never buy anything in steam store.

I thought that restriction only applies on steam itself, not in-game.

It applies for regional chats, when I can probably find someone. In-game (mean real in-game) teammates is extremely bad, cuz hidden mmr at this acc close to 1.5k.
