Does valve not release the models for all of them?
Specifically why do troll warlord and viper not have any sets when heroes like juggernaut and chaos knight have like 15?
Jug at least is popular, CK I can only think that he's easy to make sets look cool on cus he's like a knight with a horse.
Troll seems pretty easy to make a cool looking set. Change his weapons up, give him so barbed armor etc. Viper might be harder but if brood can get a set I don't see why viper can't.
