How it happened?
The account won more games then it lost during the int ranked period.
Most likely boosted or a smurf account.

its probably a smurf and he probably calibrated his seasonal mmr as high mmr like 4.5k - 5k(for seasonal mmr thats the highest u get whatever ur normal rank is doesnt matter.) he probably a good player and wanted to get seasonal mmr and sell that account or give one of his friends idk.
after that he calibarated his seasonal mmr he started to play his solo normal mmr(which is calibrated max. 3.5k) then he knowingly lost the games or gave his account to someone he knows that bad at dota to play at normal mmr games which he doesnt care its reducing.
also he can use that reduce normal mmr as his advantage, like getting low tier battlecup , then win these games easily.

also there are people who are using seasonal mmr rank system with bots, like they get 10 accounts and buy compendium to them, searching at low people servers like india, south africa with different language settings, then queueing with their accounts then abuse that system, like last year there are several russians who got 7k mmr with that we could see that because valve was letting us to see their recent matches. now its impossible if they dont have dotabuff or opendota account like these top 2 players ur seeing at this years compendium who got 8.5k mmr. not sure if they abuse the system or not.
so there is nothing to do about, they ll be at high mmr games with doing anything.
Fair? Seems so for valve employees.
