yeah it adds 45 pure damage on average to each hit and it even goes through magic immunity. accuracy is almost just a bonus.
I tried it on sniper, opting for a full attack speed + knockback build in turbo mode. We ended up getting shredded by clinkz but I think it was more due to the fact that my team lacked disables for him, no big team fight. It was vs sven and I could pew pew him to death so easily, constant knockbacks seemed to hold him in place.

Treads, pike, mkb, skadi, butter, mjollnir. But idk, I felt like I didn't really hit that hard overall compared to getting say deso + crit. Maybe drop skadi for something else but I was dying in 2 hits without it.
That's ~400 attack speed with items, base stats and talents. But my dmg was only like 200.

i bought it on a bunch of single target heroes and it gives u a shitton of damage lmao, easily worth way more than 4k gold
and 2x javelin gives u a huge chance (44% or something) to proc 100 magic damage on hit, so good
