No. Nullifier is very expensive and has a much higher cooldown compared to old diffusal.
It's basically a buff for Necro, Pugna and Windranger.
Their very own surviving skill Ghost and Windrun - Gets countered by a 3k item that conveniently gives DPS
Support slowly collects 1.5k gold for Ghost Scepter - Carry easily farms 3k gold for Diffusal
Nullifier's buildup ain't convinient either.
You need to farm up that Sacred, which feels like a pain in the ass.
its still better than buying old diffusal on a non-agi hero
you can prevent enemy core from using bkb, so this item isnt shit, as it can easily be game-winning, just highly situational surely

Heroes like Lycan, Lifestealer, or basically any other STR rightclickers are indirectly buffed by this change because if a purge is needed nullifier is a better item to build than diffusal?
