I went mid and laning against smurf and he is top 13, he revealed it after the match ends not sure why. At first I thought "Why is this dude never harass me or something" In the first place I already know that he's a smurf so I focus into the gameplay. But then I realized that most smurf doesn't care about doing that not sure why, probably for a hero like storm he just focus farming and kill everybody early-mid game when he has orchid (Power spike).

That's not really true, the point of this matchmaking system is to matches you with you with other player that has the same skill as you, basically the system trying to force 50/50 on both team. And no, facing smurf isn't going to increase your skill like what the popular quote say "Facing harder problem will make you stronger" While this statement is true in this life, but it does not mean it's true in Dota.
It's like a programming, you can't just start from above if you are new at code, you have to learn to basic first and climbing up your way to the top skills.
Same goes for Chess, new player should face easy opponent, 2000 rated players should fights against another near 2000 rated. If you are 2000 rated chess player and you try to improving yourself by playing against Hikaru Nakamura, you won't learn anything, because the game at GM is completely different.
