MVP is a measure of game impact. I assume you talking about this match: https://www.dotabuff.com/matches/5786453283
It looks like the Hoodwink had quite a lot of impact for a pos 4 farming support. I believe the algoritm weighs together lots of different information to determine MVP. It's usually very accurate.
Honorable mention on the other hand is just based on which hero used certain combos, it's a very simple algoritm so I wouldn't worry about it. Certain heroes are much more likely to get it if they just used their abilities, like Lina's Light Strike Array.
If a lina is in any game she wins MVP almost always because for some reason LSA stuns are like 10x multiplyers for MVP votes.
As stated above and plus, I believe it takes into account what position you are playing from and the impact you realistically had as oppsoed to the impact you normally have on average as well. Obviously, being a core you would get so much more CS/hero damage/damage absorbed etc, compared to supports. Sometimes the calculations seems quite wonky but most of the time, it's spot on.
As for Honorable mentions, it's complete bs most of the time.
MVP favors supports. Some spells trigger the algorithm easier as well. example: voodoo cask, hook, lina stun, hoodwink stun, wards placed.
Hon fönster trigger it at all in conparsion to light strike array of frostbite NOT EVEN CLOSE!!!

I played my ass off one game and didn't even get MVP. Some hoodwink player got it.
Even though I had higher GPm and XPM. Got more bounty runes, had higher hero damage, had higher damage received, higher tower damage and less gold lost and time dead. Hell I even had more last hits. I don't see how statistically she could of gotten mvp. I even got more outposts than her. I didn't even get an honorable mention. Only both supports did. And the other honorable mention was a support on the losing enemy team.
