Yes, that is a big problem. I'm Russian, but i can speak English. And when i pick any of EU servers i don't see any difference in comparing with CIS pubs, because on both servers i have Russian teammates and rivals. At least it is ok for me (cause i can understand them), but i think it is not comfortable for you when you can't understand and communicate with them.
Im learning a bit but I need to buy a russian keyboard or else they wont understand me anyway

Not having anything against them(russian),I can't understand what they say,I communicate but they don't speak english,happend 4 games for me today.(it started to happen recently)
