They follow the same agro behaviour as lane creeps. They will ignore you unless you attack them or come within melee range of them during the daytime, once agroed they attack the hero that attacked them or came within range of their agro first, and after that they follow lane creep/ tower behaviour by prioristing heroes which are attacking heroes on the other team and deprioritising heroes which have attack orders on members of their own team. A hero which issues a new attack order on a hero on the opposing team will move to the top of the priority. What you said at the end is correct and is a real tactic that pros use when contesting pulls in lane.

Like really! WTF do they attack me if I right-click an enemy hero? Sure I understand the enemy creeps and towers, but why would neutrals give a damn about my enemy? Well, I happened to abuse it a couple of times - enemy attack me near neutrals -->I stun him --> neutrals attack enemy --> profit.
Is it a bug, a nuisance or a feature?
